To select the Alignment Tool, click and hold on the Move Tool until a menu pops up, then select the tool. You can find the tool in the tools panel, but it’s hidden behind the Move Tool. There are three ways to access this tool. To center the layer horizontally, ensure you have selected the layer and cropped it to the contents if needed.
